I think several reasons; Travis has already proven he can provide a consistent bat in the bigs and he's a much better lead off option for this team than anyone we have without disrupting the order. Goins provides a more flexible defensive option as a utility player and most are still skeptical of his bat.
Hutchison has no business being in the BP though, we need an arm that can be called upon from AAA when the inevitable hits. Carrera making the team over Ceciliani is such a joke, I really didn't care where that guy ended up as long as it wasn't on our starting roster.
With the exception of Stroman, Estrada, Sanchez, Dickey & Happ are all projected to be 4+ ERA arms this season. With the exception Moore, all of the Rays rotation are projected to be sub 4 ERA arms this season. Do the math Mr. Accountant.

His 2013 season was the most feel good story of a player I've seen in a Jay uniform. I was really disappointed last Spring when they didn't keep him on, not to mention how senseless it was losing a year a of control of Castro / Osuna at the time. I hope he finds success elsewhere.
Lefties can't hit Delabar though if that's part of the decision, he either Ks them or walks them. I've always thought he could come in against lefties as a backup option.
I like Delabar to some degree but much like Sanchez he's simply not reliable enough to come in with runners on base, he simply walks too many and needs a clean inning of work to be effective. Not sure he's that useful for us anymore.
