Manfred must be the dumbest ******* of all dumb *******s. He recognizes the problem surrounding pitching and three outcome baseball. But then does all of these annoying workarounds (shift limits, 3 batter minimum, extra inning ghost runners, now this) instead of getting to the crux of the problem. Limit the amount of pitchers a team can roster ALL YEAR. 15 is a good start, plus considerations for any prolonged IL stint. For the first 130 years of existence of this organized sport, teams got by just fine with 15 pitchers or less a year.
Actively encourage teams to roster more Buehrles with 220 IP of 4 ERA and 0.7K/IP and less Snells with 130 IP of 2.50 ERA and 1.2K/IP and you will solve all these problems with three outcome baseball and 18 inning extra inning games.
Yes teams have figured out third time around the batting order, pitchers give up more runs. FORCE them to make decisions that require give and take and strategy. Instead of allowing them the free reign on the easy decision to pull 3/5 of their starting staff in the fifth.
"Okay, if we pull this guy in the fifth, we give up less runs. But we also tax our BP and can no longer manipulate our roster. Maybe we should leave this guy in and take our chances"
