I think it's more the announcers that I hate. Yes, it's ok when a guy can move up on an out, but let's not pretend the hitter is going up there with that in mind, because he shouldn't be. Nobody willingly hits a fly ball out as his primary goal. If it ends up being a fly ball out that someone moves up on or scores from, that's a positive for the team, but it's not something that should be an encouraged strategy.
For example, think a runner on second with 0 outs. You have a run expectancy of 1.068 based on RE24 calcs. Congratulating a guy making an out to move the runner to third cuts the run expectancy to .865
So you aren't really cheering a positive outcome, just an outcome that's less negative than it could have been if he made an out without the runner moving up, in which case the run expectancy would be .644.
