    FOR JEROME WILLIAMS Astros designated INF Brett Wallace for assignment. The move clears a spot for the newly-signed Jerome Williams on the 40-man roster. Once a top prospect, Wallace owns a meager .242/.313/.391 batting line over 311 games in the majors. It wouldn't be surprising if someone takes a chance on him, but he remains a disappointment.     Jack Z has also painted himself into a corner at 2B and has demonstrated an over-valuation of RPs in the recent past. Santos for Franklin sounds plausible to me, and as an added bonus it mitigates the Jimenez payroll hit.
