I don't think it would make sense for the team to do that. They're better off with starting a Cron or Valbuena then getting 2-3 ABs from Ohtani and then burning through PHs.
Both. Eligibility to start 2018 will be based on 2017 (5 starts or 10 games at a position), but positions can be added throughout the season if a player meets those thresholds.
We'll all have the rosters we finished with last year. Before the waiver draft and after the cut down, we'll select keepers (guys we didn't trade away and want to keep), and commishes will add the others. Then the waiver draft will consist of adding guys from free agency.
