Imo we don't add to the starting pitching unless it's a cheaper acquisition cost salary dump by someone. We should be able to get a fairly decent reliever or two without subtracting one of our top arms though.
We have our rotation set up for the future with Stroman, Hoffman, Norris, Sanchez, Hutch, and a few other guys who could go to either starting or relieving. I don't want to see us mortgage that for a shot at the post season, then spend another 10 years rebuilding.
We know from experience it's nearly impossible to get top starting pitchers to come to Toronto, even if we're willing to overpay them. Build the pitching from within, and buy the bats (especially after they remove the turf).
