Could be a combination of both. Mitch White had some MLB success before his Blue Jays stint. But there has been multiple success stories of players flaming out in the Majors going overseas and returning much better players.

I didn't watch the Jays until July last season. Too many games to follow and didn't think they had a chance early in the season.
