Probably isn't a more inconsistent rule in the sport.

Not correct, his lead foot can’t cross the rubber and he has to clearly step towards first. He can’t step towards home and throw to first. His foot landed maybe a foot off line from home

He showed this quality changeup in the Tampa game and the fastball was getting swings and misses in the Washington game. His stuff has been good this year, it's his command of those pitches where the problems have arisen.
