This did happen. I think Cincy '58, their newspapers sent out pre-filled ballot that you just had to sign and the MLB found out and they didn't do fan voting until 1970. I think. Sorry if already posted

It could simply be solved by mlb not allowing every single player to be on the ballot, and waiting longer to open the voting.

 

Wait until June 1, then put the 5 top guys at each position and those are your only choices, with one write in vote.

limit it to one vote per person via verifiable email. You can make up any email you want and the votes will go through. 35 per email... all you need is 29 minutes and you can vote a few hundred times. just put in a new fake email every 35 votes.
