No, not really. If they break their limit and handcuff themselves for the next two years for one guy, it's not better than actually hitting slot for three years.

 

Duh. "Half-assing" it doesn't imply just signing one guy (Guerrero Jr) to me. They are are obviously going to spend more than ~$3 million.

A 200M salary is a pindrop to Rogers. If they refuse to spend, they refuse to spend. They've done well for the payroll so far, and they've done well in the draft and IFA signings as well, but whenever it comes to large international expenditures, they seem to shy away. I also don't see them being very welcome to the idea of dumping so much excess money in penalties.
