This may be judged a quick pitch by the umpire.

With nobody on base and the pitcher is pitching from the stretch, he can't stop after starting his motion. If he does, it's considered an "illegal pitch" and a ball is awarded to the batter. So yes, technically you cannot "balk" with the bases empty, but it's "illegal" to start and then stop from the stretch.
