Yes it does. Just because an AL team CAN let the pitcher hit doesn't mean they will. In fact, they never do. NL teams have no choice in the matter.

The reason I was asking wasn't because of SG. I was looking at the positional eligibility of my guys and wanted to make an add that I could have (should have?) done last week had I taken the time to analyze my roster a little more at the time. Ultimately, I'd (hopefully) just be picking up a placeholder anyways and would be able to make better additions through trade.

Owners may acquire as many MLB & MiLB players via trade as they wish, so long as their rosters are cut down to the maximum allowable size by mid-February. No free agents may be picked up via the Yahoo database after the conclusion of the playoffs until the conclusion of the Rule 5 Draft.

I agree, doesn't really matter in this case, Peacock sucks. But I feel if it's a waiver claim it should be legal. You could have the final 2 teams dropping keeper worthy players to stream pitchers. I think the other teams should be allowed to put in claims for those players.
