That's our line in the sand, right?

I am in full agreement with that rule but I don't think it was decided on in the past.

New rule:

 

Only players that have been added to the Yahoo database prior to the beginning of the draft will be eligible. The lone exception to this rule is international free agents who have signed MLB contracts before our waiver draft begins, were not subject to international spending limits, but are not yet in Yahoo's system. Such players could reasonably be expected to spend a significant amount of time in the major leagues during the upcoming year so they will be included in our waiver draft.

Personally, if they've signed with a team, and Yahoo puts them in the database, I think they should be fair game.

This won't be the case for Moncada anyway, since they won't add him to the db even if he signs.

Yahoo doesn't really put the young guys in the system so a 'database' or 'contract' based rule would both do the same thing for the kids like Moncada.

How does Raisel Iglesias' eligibility work? He made seven appearances in the AFL, is a clear Major Leaguer and isn't in Yahoo.

That's a good creative solution. Have terrible plugs with NA listing be 'deemed' players for guys like Iglesias.

I don't like this idea at all. Just leave it the way it is and sort out these late signees with in-season waivers.
