I think the Jays are offering what they perceive to be value deals to all major free agents they're interested in and telling them its first come first serve like the Gausman deal. Then for the players they really really like, they've probably told them to circle back if they have a better offer that Toronto can match or beat, assuming they haven't spent elsewhere already.
Personally, I think that would be the best approach to free agency since you have no idea who is really interested in you. Only issue with that approach is you could get stuck with a Morales deal early in free agency and then later find out there were better players available for the same money. So let's hope we only commit unless we deem the player to be one of the best availablr at their positions in the market.
