There’s two different things here.
1. Appreciate the owners can’t do anything about the terrible location and spending money on a new stadium seems a waste when fan attendance isn’t going to improve that much. That’s why they should be relocated. I count this flaw as part of the “organisation” I guess you don’t.
2. Because of the much lower income from gate receipts the Rays get a bigger amount of revenue sharing. You’re right it’s not possible to spend on the level of the big markets, but you’re not correct to say they don’t get much income. Imagine what the front office could do with a bigger budget, when they don’t have to let players leave when they start to become expensive.
In conclusion, front office = excellent, management = very good, location = terrible, owners = disappointing, overall organisation grade C- must do better.
