One would think that Utley will get this overturned on that basis alone.     The notion that due to his IP limitations, throwing 65-100 innings vs major leaguers is more developmentally valuable than 100-120 against minor leaguers is actually pretty interesting. However, in this particular case the severe lack of minor league experience is concerning, if he's over matched it's mutually detrimental.
