Yea but why would you need to react to something? If you drive in a straight line then driving 60 or 100 (assuming the road allows for it) shouldn't matter.
If you're taking a turn in 60 instead of 20 then that's a problem but not sure i would classify it as speeding.
If you're trying to correct a mistake you made for a different reason, then yea lower speed would allow you to react better.
I don't really believe that speed causes accidents, it will worsen the impact but not cause it.
Without more information it's hard to know but usually other factors are the main reason.
