I've often thought this is the way I'd go if I were GMing a baseball team. A lot of teams like to build from the pitching out (I remember Andy McPhail wanted to "grow the arms, buy the bats" when he was Orioles GM) but pitchers are so unpredictable and volatile that it's hard to do that. Hitters seem to have a much more predictable developmental and aging curve. I'd go more the opposite way: focus on developing position players, and fill in the pitching however I can (eg trading excess position players, signing mid-range free agent starters).
