Ya, you pretty much nailed it. He's hitting leadoff because there isn't a more suitable leadoff hitter in the lineup. I'm actually surprised Gibbons has kept him there, especially with the addition of Revere. The days of light hitting speedsters leading off are (hopefully) on the decline, although many mangers still choose to do i.e.: Alcides Escobar. Then you look at a team like Tampa who has used John Jaso at the leadoff spot quite a bit this year, from what I can tell due to his ability to get on base.
Revere is an interesting case for this team. He is a very nice complimentary piece to this team with his contact skills and ability to steal bags. It's difficult to say where he's best suited to hit because as you've said, his niche of stealing bags is somewhat handicapped due to 1-4. Even so, I think his best fit in this lineup is 9th. There will obviously be a decrease in stolen bags (and attempts) but his ability to go first to third or score on a double is where his speed will be most apparent.
