    Absolutely. A refusal counts as a fail. If I had to guess, the only reason you would refuse a drug test at ST is because you've been dippin into the devil's dandruff or molly or something like that. If you refuse you know you're still failing, but nobody knows for what. You can tell coach you ripped the bong a few times and it's water under the bridge.
