It would be nice for sports science to advance to the point where based on testing, it can estimate a safe velocity for a pitcher. Those guys without the arm to throw gas can focus on pitch mix / command. Many of the guys throwing 97-98 will crash and burn within 5 years, when throwing 94-95 they can have a good 10-12 year career. Probably wouldn't matter, no one listens to science these days.

That would be good, to change the focus from maximizing velocity, extending pitching mechanics to the physical limit. However, a team that does would take the risk of falling behind. I am sure there are good statistics to back up the pursuit of high octane arms.

You are a lawyer, Terminator? You are aware that prosecutors will generally not pursue a criminal case, particularly of the sexual assault kind, if the victim does not want to be subjected to court proceedings and attacks on reputation, shaming / blaming the victim, etc. The fact that there are no criminal charges, to date, says nothing about the seriousness of the matter.
