Seeing as Rogers is in the business of maximizing profit, I'm assuming they've determined that allowing games to be streamed on MLB.tv is best for business. A lot of people who engage with the product on MLB.TV would not pay to do so if the games were blacked out. They'd watch other teams on MLB.tv, find illegal streams, or login in to Sportsnet now using someone else's info. There probably just isn't that many people who a) already don't have cable, and would buy cable just to watch the Jays. Probably there's more money in growing their brand across the country by not blacking games out.
