Valid point. Could set certain rosters up for a cyclical roundabout between the mid tier and bottom feeders with no hope in site.
I'm actually in favour of injecting new blood into the league via this method. I would propose the bottom 3 teams get replaced every year. When a team is replaced the new team owner is given a bye in their first year and must produce results by the end of their second full year of running their team. The bottom 3 teams will always be any team that does not meet this criteria. Ie. If after the first year 3 new owners are brought in and 2 of them finish in the bottom 3, then the two teams directly above them who are not new members will be replaced. Following this method, the top 14 teams will always be protected and we give new members a reasonable amount of time to get out of the gutter.
