I took a look at it, and I'm not sure if the rules that JG posted have necessarily been followed. Panarin and Plotnikov were both selected in the 2015 prospect draft, so I guess precedent would show that Spank is okay with this pick.

My best guess is it refers to players undrafted by NHL teams coming over abroad and signing deals with whichever team they desire. Both Panarin and Plotnikov are examples.
