They have been burned in the past and seem to shy away from international free agents

Maybe because more durable, maybe because of his manager's style and the bullpen on that team. Hard to tell. It wouldn't appear to be due to results. Both have phenomenal WHIP and ERA.

They really like Chapman but they didn't pursue him aggressively enough. They liked Darvish but they felt it was too much of a risk. Teams who have been bold (Dodgers with Puig, Reds with Chapman, Rangers with Darvish, A's with Cespedes) have been rewarded. Even Hech wasn't a bad signing. He didn't live up to the most optimistic projections but he's a good player and he could have been very useful to the Jays this year and next if they had kept him.
