Lackey and Duffy are far from s***. Erik Johnson is making top 100 prospect lists (for some weird reason).

I quite like Johnson. I was hoping that North was going to cut him and I'd take him in the waiver draft. He's going to get righties out in the majors, he just has to limit the damage from lefties. I'd expect this to follow with trade messages from him but he never offers players on his team.

I've just started my watch list, it contains a bunch of unowned prospects. I'm taking an upside guy at 13 and then relievers with the rest of my picks (which are all in the 90s).

I need a little clarification on the rules:

A prospect who hasn't played in an MLB game but has been dropped from a DDL MLB roster is eligible to be drafted in the Rule 4 draft (both drafts, for that matter), correct? That's how the rules read but it's not explicitly stated. I'm starting my Rule 4 watchlist too and need to know if I should be including such prospects.

They'd be able to be drafted in the Rule 4 I believe. And remember, for a player to be able to be taken in the waiver draft they have to have played a game in AA/AAA and be in the Yahoo Player Database.

Thanks. I think any unowned prospect in the database can be taken in the waiver draft, it's different from MLB free agency.

"During the Rule 5 Draft, all remaining players in the Yahoo database (with the exception of prospects already owned on MiLB rosters) will be available. The Rule 5 Draft typically consists of MLB international signings, MLB players cut from keeper rosters, and unowned prospects."

As long as they have played a game in AA...

"Prospects may not be promoted to the MLB roster until they have played at least one game at AA or higher. Similarly, free agent prospects may not be added to a MLB man roster until they have played at AA or higher."

So yes, you could draft, but you could not add him to your MLB roster so you'd have to drop him right after the waiver draft anyway.

I don't think the intent was to make players who haven't played in AA suddenly eligible. If that's how this reads, it should be edited.

Thanks cat. This seems pretty clear to me.

You wouldn't be promoting them or adding them as a free agent though, you'd be drafting them. It's not really an MiLB roster management matter.

Odds are the Yahoo! database won't have many below AA prospects but if Yahoo! derps and decides to create a massive player universe in a given year, this could change the whole complexity of the draft. You should only be drafting for the MLB roster IMO.

Adding them as a free agent is exactly what you would be doing. It's not a live draft, in any case that hasn't been made abundantly clear.

This raises an interesting point... Could an owner forfeit their picks to maintain their waiver priority? That's essentially what this is, a cycling of waiver priority.

And again, that rule conflicts with this rule...

"free agent prospects may not be added to a MLB man roster until they have played at AA or higher."

The waiver draft comes from free agent players, players drafted in the waiver draft are assigned to the MLB roster, players cannot be on the MLB roster until they have played at AA/AAA, therefore you can draft players below AA, but you can't assign them to your MLB team, which means you just wasted a pick.

I thought it was common sense when it was stated, you can't have a player on your roster that is below AA.

No, waiver priority is re-set to... Inverse of last year's standings I do believe? So Boxy would be #1..

That's not what this is at all. In fact, this has absolutely nothing to do with waiver priority. Waiver priority will be reset to the 2013 final standings after the draft.

And that's done after the draft?

Edit: Never mind, just read Dinger's answer.

Correct. Again, the waiver draft has nothing to do with waivers, which is why I'm in favour of renaming it the Rule 5 Draft. Basically, we take turns adding free agents in an orderly fashion. Waivers are not used in this process.

Sorry for the confusion. You threw me off when you said it's not a live draft. I guess by that you simply meant that it's not done through the Yahoo! interface but through the board just like the Rule 4 draft.

Okay. It makes sense, thanks for clearing that up you guys.

Is there a rule that specifies which international players can be taken, or is that decided on a per-player basis? I know Tanaka and Abreu have been deemed eligible, but I'm not sure on Alexander Guerrero, Suk-Min Yoon, Aledmys Diaz and others.

That there is a good question. Along with the other Cuban pitcher(can't remember his name at the moment)...

I'd assume they are all going to be able to be picked as they are most likely going to start the year in the MLB or be there after a short couple weeks in AAA.

I assume it will be based on if they are in the yahoo database to start with. If they aren't and they should be we can decide on a player-by-player basis, same if they are but shouldn't be (will likely start below AA). If there is any decent we could probably put those players to a vote.

What I'd suggest is that players deemed eligible by MLB to sign Major League contracts are Waiver Draft eligible. That covers international guys who are over the designated age (I think it's 23). Other Cuban guys of interest are Raicel Iglesias, Erisbel Arruebarruena and Odrisamer Despaigne.
