The one thing I've noticed is that if there is a time gap between the interference and the shot on goal (in this case only a few seconds), the goal is almost always held up as a "good goal". Even if the interference was bad enough that it really should've just been called a penalty in the first place. And alternatively if the interference happens as part of the shot on goal or at the same time, the goal is called back most of the time, even if the interference was extremely minor.
