DEBUT WAIVERS - if a player with no MLB service time is officially called up any owner can request publicly that a commissioner place them on Debut Waivers, and any commissioner who sees a public request is obliged to do so. However, there is no general requirement for Debut Waivers, which are considered an accommodation for owners who cannot or do not want to compete for 8 PM Eastern Time adds, and if no commissioner sees the public request the player in question is still freely addable at 8 PM Eastern Time on the day following their first day active on the 26-man MLB roster. If a commissioner places a player on Debut Waivers they must post so in the message board thread or send an email to the league.
Luis Garcia was called up Aug 29th. I added him Sept 1st. So he was actually free to be added a day and a half before I picked him up.
