So I've been kinda off the grid this summer but I'll give two cents on what I can.
Bullpen should be fine, depending entirely on what the SPs provide. Giles and Tepera are solid options, and then from the rest there should emerge at least a couple half decent arms. Barnes had a lousy year but I'm fine giving him a shot to rebound. Petricka looks like a clear non-tender. Otherwise just fill it out with some scrap heap guys February, maybe even bring Clippard back if the price is right.
Cutting Solarte is obvious, but I'd hang onto both of Drury and Travis. If Solarte's gone, one of them will need to start at least until Vlad arrives. Not sold on Gurriel as a regular but Diaz is an okay option to have. Of course anything from Tulo is a bonus. Should be plenty of playing time for both Martin and Jansen, probably not a need for a third catcher. I'm with Grant on trying to dump Morales somewhere - he's hurting the flexibility of the roster and is just generally not fun to watch. Teoscar is fairly one-dimensional but I'd still much rather give him ABs than Morales, to see if the bat develops any further. At some point Alford needs to be given a shot in the majors, but right now he probably needs a bit more time in Buffalo.
Also wondering where the board stands on Billy McKinney - org guy or is he worth anything?
For the rotation, I think we need at least two MLB signings for it to not fall to pieces. JA Happ round 3 sounds like a decent plan, and then a cheap back-end type to take some innings off the young guys (and the injury prone guys).
