Is arm strength percentile based on players who play CF? Or all defensive players?  I'd be shocked that there are that many CFers with a worse arm.  It must be all positions so it includes all the useless 1st and 2nd baseman who can't throw?

I think it's not position specific, on Outfield Throws from CF he is dead last in the league (I did not expect this)
