Even if the pen has been bad I feel like starters are being left in too long. Rather let the pen start an inning fresh than this let the pitcher throw 100 pitches then bring a reliever on with 1 out and 2 guys on base that seems to keep happening.

 

I dunno. Happ was well under 100 pitches and was having no problems. Unless you have an underutilized pen containing a trio of Bettances/Miller/Chapman or equivalent, you let him keep going. Almost every manager would have sent Happ out to start the 8th, and wait for the correct time/matchup to go the righty.

Yes thats situational. Players dont perform better or worse in different clutch situations. Clutch doesnt exist. Its just up to the manager to use the right guys at the right time.
