It is on the 10th row and it is right behind the top of the each section's entrance. Is it ok to get that seat? or should I just pay more and seat at 100 level?

Never sat up there but I would recommend taking the cheap ticket and scoping out an empty 100 level seat you can move down to after a couple innings

Get a couple of beers early and tie your dick in a knot so you don't lose your spot.
