I thought it was that song Happy they were using at a time.. As for why they use a foghorn, it is because they had to get rid of the fireworks used after HRs after the 2004 season when the outfield was redone to put auxiliary scoreboards in, and due to all the renovations with the stadium at the time. Using fireworks risks damaging the electronics.

That too.. but they had fireworks from 1989-2004. I still think it was due to the stadium changes.. and besides, with Windows gone, they couldn't do fireworks now anyway.
