AA is already queuing his "We made a fair offer/the value wasn't there for the pricetag" speech. Moncada isn't a normal free agent; he must submit to the international regulations = GREAT NEWS. Who sign Moncada must exceed the limit of money allocated by MLB and could lose future international signs (July 2)
