The red means they're fine, carry on. ETA: Gusev has a contract, I think they're fine. Prospect Draft info: The annual Prospect draft will be held immediately following the conclusion of the real-life NHL Entry Draft (exact date TBD). The draft will consist of 5 rounds and will be conducted on the League Message Board. Draft picks will be assigned at the conclusion of the playoffs (current year only, no future draft picks). Draft order will be determined by the standings of the previous season with a weighted lottery for the top 12 spots. (Non-playoff teams). The final 8 will go by reverse order of finish after the playoffs. Waiver draft will follow this format too but have it's own lottery. Each owner will be allowed a 12 hour window in which to make their selection. After the 12 hour window, that owner may make their selection as soon as they arrive, but the draft will carry on in their absence and subsequent owners may make their selections. Unowned players who have never played an NHL game and have participated in the NHL draft or have a contract with a professional team are eligible to be drafted. Undrafted players from overseas who are coming to the NHL will not be eligible for the prospect draft, but will be waiver draft eligible. For example, Artemi Panarin or Sergei Plotnikov in 2015. Prior to the annual Prospect draft, an owner must cut/clear space on their prospect roster for each draft pick they intend to use. For example, if an owner has 3 draft picks but only 2 open spots on their Prospect Roster, they will only be able to draft 2 players and the third pick will be discarded (unless traded). All prospect cuts must be made roughly one week prior to the annual prospect draft so that draft order can be finalized and unused picks removed from the draft.

I could see the argument however as he WAS drafted and a team did hold his rights this whole time. The intent of the rule was exactly this however.

This is completely acceptable also, but I don't see a rule being broke, as I said... it's contradicting in itself.

Personally I think it's fine, but I suppose with the reduction in owners, bumping it up by 2 wouldn't be overly problematic.

Guys who are drafted in not the first few rounds often don't sign a contract for a while, and we want them draft eligible. That being said, I agree with you that this dude shouldn't be in the prospect draft. I say this as a guy with no stake in this as I wasn't getting him in the prospect or waiver draft in any circumstance.

Unless there's some updated rules somewhere you can argue the merits of an updated rule. They've done nothing wrong, it's not trial by assumption.

I see the argument while its legal, and its compelling if you are a 'letter' type guy. The spirit was clearly that these dudes are waiver dudes. I have not stake, and I don't care about this as much as something like the DDL.

Gusev isn't Artemi Panarin, who was never drafted by an NHL team and was therefore presumably not eligible to be drafted in the prospect draft when he came over to play in the NHL. This isn't even a loophole, it's written right into the official league rules. Gusev is eligible for this draft based on those rules.

The word undrafted should have been left out and an age limit put down. The idea was for guys like Gusev to be in the waiver draft, I believe he was even assigned to the Vegas playoff roster for a couple games, but sat in the press box?

I think KHL imports should hit waivers or something. There's always a chance they are actually talented, coming back to the NHL, etc. Isn't that a good reason to have them in the waiver draft then? It'll add to the depth of the draft. Similar to Asians coming over to MLB during the offseason are in the baseball waiver drafts. Or do you mean ones the come over mid-season? Oh right, yes, I misunderstood you. Yeah they should be in the waiver draft, definitely. Could even drop the age down to 23 or over. And anyone that would fit this KHL age rule wouldn't be allowed to be drafted in the prospect draft. Looks like the age thing was discussed but got lost at somepoint over the years
