Your honour, we have an existing statute declaring that prospects must have played in AA before being added to an MLB roster or selected in the waiver draft. Your aforementioned stipulation should not be a matter of interpretation in light of existing precedents. I rest my case.

There was one trade that hadn't been reflected (Spanky and jays_fever, Sandy Leon trade). There was also one other issue that had KK picking 16 instead of Spanky, although I don't know where that error originated. I corrected those errors. Please check now or forever hold your peace!

The rule is that if they are 23 or older when they sign, they are waiver draft eligible (since they are not subject to international spending restrictions). I just went over this with njh as I was wondering the same. That's why Loudres in particular is elgibile. Norge Ruiz for example signed at 22, so he isn't eligible.
