Actually Anthopoulos said the major reason was he wanted to get away from "home" and "expectations". Must be a lot harder for Canadian guys like Pompey who grew up in Ontario vs. guys like Lawrie and Saunders, who despite being Canadian don't necessarily associate the Jays as their "Hometown Team".

Remember when everyone thought the Red Sox would roll over every one?
AA: I want Castro, Osuna, Norris, Pompey and Travis on the team and Delabar in AAA.
Gibby: No way! That's too many rookies to have on the team.
AA: Let's try it for a month if you don't like it we'll send them down.
Gibby:
It's relatively hard to draft almost exclusively highschool pitchers and sign 16 year old international prospect that will immediately throw strikes consistently, especially with the Jays preference for guys with great raw stuff.
At this point I like Hoffman more because after hearing about his rehab going well I think he has less risk than a 18 year old from Mexico that hasn't pitched in college. Right now Hoffman's floor is where Gerrit Cole is right now. Urias has a higher risk level because he doesn't have the command Hoffman does. I'd rather stick with the polished Hoffman over Urias.
From what I've read I'd just skip his next start and give it to Francis/Estrada and put him on the DL if you need to and have him throw side sessions and work with the Toronto team doctors (who are superior to Buffalo's) until it clears up. Or make like Buehrle and work through it with Francis/Estrada warmed up and ready to step in if need be.
Mark Buehrle and CC Sabathia say the opposite.
"You work through it and you know it'll come back," Sabathia says.
Mark Buehrle says, "We all go through periods where our arms are just a little tired. It's a long season and there are times where you might have thrown 60 or 70 innings but you feel like you've thrown 100.
"There are times where you haven't thrown in five days but you feel like you're thrown for 12 days in a row. I guess that's what I think of when I hear about dead arm."

I think "Dead Arm" makes it sound a lot more dramatic than it actually is. It basically just restricts motion in your arm temporarily and if you ignore the symptoms it could lead to something serious.
