  1. Kiley McDaniel @kileymcd Source: players are voting now on MLB’s CBA proposal, many already have cast their vote. Daniel Álvarez-Montes @DanielAlvarezEE If there's an agreement today before 3:00 PM ET, players can start reporting voluntarily tomorrow, sources tell @porlagoma and me.
  2. Ken Rosenthal @Ken_Rosenthal Latest MLB proposal, per source: Luxury-tax thresholds - $230M to $244M over course of five-year deal. (increase of $2M in final year from last offer) Pre-arb pool: $50M (increase of $10M) Minimum salaries, $700K to $780K. (increase of $10K in final year) 3 p.m. “deadline.”
  3. Jon Morosi @jonmorosi Free agency could open by *tonight* if there is a CBA agreement today, Tom Verducci just reported on @MLBNetwork.
  4. Ben Nicholson-Smith @bnicholsonsmith Now, MLBPA is awaiting a full counter from MLB. Players made full proposal at 1pm yesterday per PA.
  5. Jeff Passan @JeffPassan There is an agreement on the international draft, a source tells ESPN. Jeff Passan @JeffPassan MLB and the MLBPA agreed that they have until July 25 to reach a deal on an international draft that would start in 2024, a source tells ESPN. If a deal is reached, the qualifying offer will vanish. If no deal, the QO will return and the international system will remain the same.
  6. Keegan Matheson @KeeganMatheson The #BlueJays have signed 1B Greg Bird to a Minor League deal. Bird played parts of four MLB seasons with the Yankees (15-19) and spent 2021 with the Rockies’ AAA affiliate, where he hit .267 with 27 HR and a Len .894 OPS.
  7. Jamie Campbell @SNETCampbell #BlueJays have signed Joe Biagini to a minor league deal.
  8. Ben Nicholson-Smith @bnicholsonsmith Sides are definitely getting close on CBT: MLB: $230, $232, $236, $240, $242 PA: $232, $235, $240, $245, $250
  9. Jesse Rogers @JesseRogersESPN Ownership source indicates league previously thought there was a trade ready to be made: International draft in exchange for direct draft pick compensation. Union is not there on the draft. 1/3 Jesse Rogers @JesseRogersESPN Source: League offering 3 options: Sign the CBA, including eliminating draft pick compensation, and take some time to examine the international draft. If the union won’t implement within a couple years (by '24?), the league can re-open the CBA. 2/3 Jesse Rogers @JesseRogersESPN Second option: Do the entire package without the draft which means without draft pick compensation. Third option: Take the original deal. League gets the international draft and draft pick compensation is eliminated. 3/3
  10. Jon Heyman @JonHeyman Almost no progress made today on another deadline day. Union moved slightly on CBT (now $12M apart in year 5) and bonus pool (still far apart) but they r not close. MLB may make another counter offer today but hard to see deal getting done today. Cancellation of more games looms.
  11. Bob Nightengale @BNightengale The two sides also remain far apart on the pre-arbitration pool and the CBT after their last proposals. PRE-ARB POOL: MLB: $40 million MLBPA: $70 million plus $5 million increases each year. CBT: MLB: $230M, $232M, $236M, $240M, $242M MLBPA: $238M, $244M, $250M, $256M, $263M
  12. Shi Davidi @ShiDavidi Sounds like this round of talks nearing a decision point. Players handed owners a counter, as others have mentioned, and MLB is expected to counter that, source tells @bnicholsonsmith and me. A vote on a player side is possible afterwards. No guarantee a deal gets done. Shi Davidi @ShiDavidi A player vote would consist of all 30 player-union reps and eight subcommittee members, with a majority carrying the day, source tells @bnicholsonsmith and me. Situation fluid. If no deal, future talks complicated by shortened sked, 162-game pay and service time considerations.
  13. Bob Nightengale @BNightengale If an agreement is reached today, the tentative plan is for Opening Day to be April 6-7, with the regular season extended by three days. The other missed games from the week-long delay would be made up in doubleheaders during the season.
  14. MLB has indicated they're willing to work all night after issuing a proposal earlier today. Players, meanwhile, are talking internally. Debate re. international draft ongoing. Likely MLBPA will counter tonight.
  15. Ben Nicholson-Smith @bnicholsonsmith Could be another late night of CBA talks. Some players encouraged by MLB’s movement on core economic issues, source tells me & @ShiDavidi. But negotiations continue and further internal meetings expected tonight Ben Nicholson-Smith @bnicholsonsmith International Draft now a major question, source tells me and @ShiDavidi. MLBPA believed to be in touch with Latin players to help determine next steps here. MLB seeks int’l draft but players have opposed in past. Ben Nicholson-Smith @bnicholsonsmith Sources describe the international draft as the biggest issue with owners pushing hard for it at the moment. Owners are tying qualifying offers to int'l draft. Players really want to get rid of QO system, which they see as a major drag on free agency. Perhaps $100M+ per year.
  16. Jon Heyman @JonHeyman MLB seeks to add a 4th tier for the very biggest spending teams that r way over the luxury tax threshold, to be taxed at the highest rate. This is likely to affect only Mets and Dodgers in ‘22. Word is, Mets owner Steve Cohen is OK with it if MLB thinks it’s for the greater good.
  17. Evan Drellich @EvanDrellich A big issue, sources tell me and @Ken_Rosenthal: MLB wants to add a new surchage level to the luxury tax. Right now, there are three levels: base, first surcharge, and second surcharge. Now MLB wants to put in a third to deter owners who have a mind to spend well above the pack. Evan Drellich @EvanDrellich MLB’s proposed 3rd CBT surcharge would be $60 million above base level in a given year. As was the case in the last CBA, the 1st surcharge would be $20 miillion over, the 2nd $40 million over. Take MLB’s proposed 2022 as example: Base: $230m 1st: $250m 2nd: $270m New 3rd: $290m
  18. Evan Drellich @EvanDrellich Some other details of MLB proposal: • Players can be optioned max 5 times before being exposed to waivers • Small markets can pick in draft lottery for two straight years before sliding to 10th pick. • Large markets can pick only one year in lottery before going to 10th Evan Drellich @EvanDrellich On service time, with @Ken_Rosenthal: • Top 2 Rookie of Year vote getters can get a full year of service. • A team that brings up a player for Opening Day can net 3 draft picks over time, one pick per year, if that player does well in voting
  19. Evan Drellich @EvanDrellich MLB’s proposal, sources tell me and @Ken_Rosenthal: • Luxury tax thresholds: 230, 232, 236, 240, 242 • Prearb pool: 40m, flat over time • Pool counts against CBT (1.33m per team) •Minimum salary: 700, 715, 730, 750, 770 (cont’d) Evan Drellich @EvanDrellich A big issue, sources tell me and @Ken_Rosenthal: MLB wants to add a new surchage level to the luxury tax. Right now, there are three levels: base, first surcharge, and second surcharge. Now MLB wants to put in a third to deter owners who have a mind to spend well above the pack. Evan Drellich @EvanDrellich Another major part of MLB’s proposal: MLB is tying removal of the qualifying offer to instituting an international draft. Evan Drellich @EvanDrellich In MLB’s proposal, sources tell me and @Ken_Rosenthal, all rule changes MLB would want could be expedited, not just select ones like pitch clock, larger bases and shift. Can’t be expedited in season though — only in offseason • Draft lottery at 6 picks. MLB was at 5 previously.
  20. Bob Nightengale @BNightengale MLB's written proposal has been submitted to the union. Everything remains fluid as they negotiate deep into the night: _Luxury tax: $230 million that escalates to about $242 million. _Minimum salary: $700,000 that escalates to about $770,000 _Pre-arbitration pool: $40 million Andy Martino @martinonyc The "strings" attached to higher CBT thresholds remain in place and remain major, says person w direct knowledge of latest proposal. It's a gap that still must be bridged. Talks continue w/PA at their midtown headquarters and MLB at theirs.
  21. Ken Rosenthal @Ken_Rosenthal MLB expected to make written proposal shortly based on earlier conversations with union, sources tell @TheAthletic.
  22. Bob Nightengale @BNightengale Good news: Progress and compromises on both sides are being made in today’s MLB negotiations. Cautionary news: It’s a similar sentiment of a week ago. We’ll see if it culminates in a new CBA deal in the next 24 hours.
