I dont think I've seen a management team/org that is inept at assessing pitching talent as this one. There's no way this is a statistical anomaly rather than incompetence.

I don't see their failures as being due to the managerial equivalent of babip. It's that they dont have competency in key aspects of talent assessment and player management.
Once you have identified this then there is no point in waiting. At least start a search quietly.
You trust Shatkins to "shore up the bullpen".
We know they have no clue how to build a bullpen. Are there bullpen specialist player personnel/executive types out there? Shatkins can just give them a budget for the pen and they go make all the moves.
