Regarding prospect and waiver picks.. Any pick you traded to the 4 teams leaving will just disappear. You do not get your pick back. Those 4 teams will not be put into the draft lottery. If you own one of the 4 team's picks you'll get a comp pick at the end of that pick's round. Makes sense?

Ya, it'll be random. And it'll be a snake draft. Right after the playoffs are over, before the prospect draft. The teams prospects will be included in the dispersal draft. The teams leaving won't have any picks in the prospect draft or the waiver draft.
