Just like any business, upper management do not have the technical understanding of specific details that their more specialized employees/technicians do.
I.e. Rogers may only have a basic understanding of our rotation. They take a look at the basic stats for Hendriks (era, hits, IP) and say that he is doing a great job and that we don't need help.
