I would love to know how Felix Pena went from being a below replacement level reliever in 2017 to a league average starter in 2018 and 2019

 

The likely explanation would appear to be fewer walks, but he hasn't done it for long enough to truly say that he's officially a league average starter. Some regression to the mean should be expected.
