It's the best game plan for Estrada, whose change is an incredible pitch and doesn't throw hard fastballs. Assume it's a change until you know it's not and you should still be able to catch up to the fastball - theoretically. Also, location is so important for aestrada because he doesnt throw harc... so if hes off even a bit with location, he gets murdered
