In a 20-teamer (with 20 keepers), it's hard to justify hanging on to holds guys, particularly when they aren't getting that many holds.

He's also 31, with Dyson firmly entrenched. And teams try to avoid letting pre-arb guys close, as it drives up their cost. Osuna was an exception.

Hmmm... I disagree, and I own him. There were a couple shaky patches last season where they discussed considering other options at closer, and that was during a time when Bush was completely lights out. Now there's no Diekman to compete with either, so holds will be more plentiful and a path to the closer's chair is more clear.
