I don't think I'd go as far as saying that. He's not the clearcut best RP in baseball anymore, maybe/likely not even top 3, but he's definitely a relief ace IMO.

Kimbrel took a step back last season but I expect him to still be elite and he's going to get a s*** ton of saves in Boston. I know they are all relievers but the ither couple relievers scared me a bit health wise.
