Can a commish or veteran of the league please confirm that this is possible in order to avoid unnecessary roster cuts? We made moves believing this to be true, as we saw that the prospect draft would take place after the waiver draft.

I would think that you can do that assuming the player is on Yahoo. But then that player would take up a bench spot, so you will have to essentially punt a waiver pick or two.

yup but many prospects aren't on Yahoo until they are called to the NHL. Per the league rules on page 1 it's your choice to promote them or not until they play 60 games.
