Seriously, install Paint.net if you want something for simple things. It was originally supposed to officially replace MS Paint anyway.

Best (free) for simple things: Paint.net

Best (free) for resizing images (tons of options and bulk capability) and some modifications: Irfanview

Best (paid) for everything: Photoshop, but costs $10 / month.
