Then the Jays have no chance. All those teams provide either a better chance at winning or a better stadium to pitch in (or in some cases both). I guess if the Jays are offering something absurd, like $5M more than any other team, then they have a shot, but that's not going to happen. -

Burnett signed with Toronto in the first place because they offered the most years and money. Do that again (obviously not five years, but maybe two) and he may sign here again. I agree it is a long shot though. I'm guessing he will go to Baltimore. -
Being a reliever might extend McGowan's career a couple of years (best case), but if they make him a starter, which is apparently something he wants to try, then he should not be on an innings limit. He will be 32 at the start of the season and has thrown 94 innings in the last five years. He is what he is and preserving his innings won't accomplish much (he may get hurt regardless).
