True, for normal players. Varsho is not your normal player though. Good chance he's safe at first and the runner safe at 3B.
I would leave it up to Varsho. If the 2B is playing deep, he can bunt to move the runner if he wants, and maybe beat it out.
If he is as good a bunter as it appears, and the Jays are looking to move the runner at 2B over in a tie game, late inning, Varsho bunting is a good option.
Pitched in Stieb's shadow for several years. Those two, a righty-lefty combo, with quite different arsenals, was about as close to an ideal 1A and 1B as it gets.
Every important series, those two would be lined up to pitch back to back.
It's not optimal for Varsho to be hitting behind Kirk or Belt. It's not an issue, but a consideration. It would probably result in Varsho losing several doubles and a couple of triples.
It doesn't take long to rebuild a farm system, and can be done within the time before Bo/Vlad are FA eligible. Not knowing the discussions that have taken place of course, but it would not surprise me if the Jays have to move forward with the expectation both Bo and Vlad will test FA.

When Varsho doesn't hit it into the RF bullpen for a HR, he'll bounce it around the deep RF corner for a 3B. Unless Kirk is on base ahead of him, of course.
Varsho and Kiermaier add speed, but Kirk and Belt are base cloggers. One offsets the other to some extent.

Before you say he sucked, he meets the hype and injuries criteria of this exercise "lets put together a list of Jays who had all the hype in the world, and then injuries completely decimated them."
