This 100%. Baseball has lived in this if it wasn't proven it didn't happen because baseball fans live in this "it's the greatest game in the world and should never change" world. Baseball has such a great history of cheating, embrace it as part of your story, and admit your legends did it too.

This is likely something the league knew was going on. I mean the MLB has Joe Torre working in their office, he knows what is going on. So they give a serious enough fine with threats of escalation for the next person (again) and teams move on to the next thing the league will turn a blind eye to. Besides there is a good chance that everyone involved is done anyway. Really only the Astros can bring them back without a complete PR issue

With that said, his combination of physicality, stuff, handedness and a no-nonsense, business-like mentality on the mound could easily elevate him to being the best arm in the class during the spring. Lacy has a 93-97 mph fastball and a wipeout slider to go along with a power curveball and a changeup—he’s been dominant in two seasons with Texas A&M, posting a sub-3.00 ERA in back-to-back seasons with 178 strikeouts in 128 innings (12.5 K/9).

Houston actually isn't that pitching deep. They have guys like Biagini, Kent Emanuel, Blake Taylor, Jon Edwards and Cy Sneed on the 40.

Certainly looks light on the Rays end. Arozarena is more the kind of guy the Rays usually try to get for nothing. Jose Martinez went from blocked darling, who the Cards wouldn't move, to disappointing return (who is still blocked) very quickly. What I don't understand is the Rays have talked about their 40 man roster crunch. They probably have to drop a guy like O'Grady (who they traded for in November) and Fairbanks to make room for this move without another trade really quickly

I think that is exactly right. I have zero doubt the Jays have done their share of sign stealing. They have been accused of it several times. At this point MLB has to focus on making sure people are not using electronics.

Consistency doesn't put you in the hall. Never close to an MVP (real votes or even what should have happened). He is the George Springer of the late 90's, early 2000's.
